PS: You might talk to the builder from whom you purchased the property to get some ideas of the cost ranges for a one-story house of 3, SF versus a two-story house of 3, SF. Depending on the footprint and design, you may be surprised that a two-story house, with less foundation and roof is competitive with the one-story house which will have a much larger roof and foundation.
Check it out before making assumptions! Is this a corner lot? Can the house face Eastview drive? If so, I doubt that the setback is just 10'. A two story home is usually cheaper than a single story house, per square foot, for the reasons Virgil mentioned. In theory, the house could fit, provided that there are no additional restrictions, but you need to talk to your architect, he or she can help you to decide what is the best way to go.

I would be surprised if the 3, square foot 2 story is more expensive than the 3, sq foot 1 story, especially if some of your space is above the garage!
B Carey has a good point. If budget is an issue and you are building a garage, some of the cheapest above grade space is that above garage. You will need to know exactly what is included in the minimum square footage, whether the original rules are still in force and if there is any wiggle room. Does this space include unfinished area, porches garages or other types of space?
Bathrooms and kitchens will be your expense drivers. Larger rooms won't have as much effect. So a s. You architect should be able to guide you better for your local conditions. This should be one of many things to discuss with your architect. Summit min sq ft only includes livable area so no garages, porches or patios. Actually the spreadsheet was very helpful in me realizing I did not need sq ft.
I used the numbers in my current home as basis and I felt as if I was just adding more space to rooms but didn't really need it to accommodate the min sq ft.
